What does the meaning of the word "witler"?

I found the word in Oliver Twist, in this sentence: "...the name of Mr. Chick- weed, licensed witler, appeared in the Gazette among the other bankrupts...."What does the meaning of the word "witler"?
That was tricky. There is no word "witler". He meant "victualler", pronounced VIT-el-er, an innkeeper. Dickens was trying to reproduce the sound of the speech of the character who is talking, Mr. Blathers, who pronounces his vees as double-u's. Note that earlier in his speech he says "wery" for "very".What does the meaning of the word "witler"?
